How Much Does an Apartment in Budva Cost?

Asking prices for apartments in Budva were about €3,660 per m² in the centre and €2,640 per m² outside it in October 2026. A 60 m² flat therefore starts at roughly €160,000 outside the centre and reaches about €220,000 in it, before taxes and fees.
Apartments in Budva were advertised at about €3,660 per m² in the centre and €2,640 per m² outside the centre in October 2026 (Numbeo asking prices, 2 October 2026), so a 60 m² flat costs roughly €160,000 to €220,000 before taxes and fees. These are asking prices, not sale prices, and individual flats vary widely around them.
There is no official sale price for Budva alone. The statistics office MONSTAT reports new apartments for the whole coastal region, and Numbeo collects asking prices from its users. Used together, they give you a sensible range. Below I show both, what a typical flat costs at those levels, and what you pay on top.
Asking prices in Budva
| Area | Asking price per m² | Source and date |
|---|---|---|
| Budva city centre | €3,660 | Numbeo, 2 Oct 2026, 10 contributors |
| Budva outside the centre | €2,640 | Numbeo, 2 Oct 2026, 10 contributors |
Numbeo figures are crowdsourced asking prices. Ten contributors is a small sample. Use these numbers for orientation, not as a valuation.
For comparison, other coastal towns on Numbeo in October 2026: Herceg Novi €3,304 in the centre and €2,124 outside, Bar €2,625 in the centre and €1,909 outside. Budva is at the top of that group.
The official figure: new apartments on the coast
MONSTAT publishes average prices per m² from actual sale contracts, but only for new apartments sold for the first time, and only for regions. Budva is part of the coastal region with Bar, Herceg Novi, Kotor, Tivat and Ulcinj.
| Period | Coastal region, new apartments |
|---|---|
| Year 2021 | €1,359 per m² |
| Year 2025 | €2,412 per m² |
| Q1 2026 | €2,575 per m² |
| Q2 2026 (preliminary) | €2,838 per m² |
Source: MONSTAT releases, latest published 20 August 2026.
The coastal figure for Q2 2026 sits between Budva's asking prices outside and in the centre. That fits what you would expect: Budva is one of the more expensive coastal towns, and asking prices are usually above final prices. It is past data only and tells you nothing certain about future prices.
What a Budva apartment costs by size
Simple arithmetic at the October 2026 asking levels:
| Size | Outside centre at €2,640 per m² | Centre at €3,660 per m² |
|---|---|---|
| 40 m² studio or small one-bedroom | €105,600 | €146,400 |
| 60 m² one to two bedrooms | €158,400 | €219,600 |
| 80 m² two bedrooms | €211,200 | €292,800 |
| 100 m² three bedrooms | €264,000 | €366,000 |
These are not quotes. They help you check whether a listing is in a normal range. Front-row sea view, a new building with a lift and garage, or a large terrace can push a flat well above the centre figure. An older flat on a busy road, far from the beach or without parking can be well below the outside figure.
What moves the price in Budva
Budva municipality is more than the town centre. It includes places along the coast such as Bečići, Rafailovići, Pržno, Sveti Stefan and Petrovac. Within that area, the usual price drivers are:
- Distance to the beach and the view. Buyers pay most for a sea view that cannot be built over.
- Building age and quality. The quality of newer blocks varies a lot.
- Parking. In summer, a private parking space in Budva is worth a lot of daily peace.
- Noise. Budva is busy in high season. A flat above a bar or next to the main road is a different product in August than in March.
- Legal status. A flat in a building with a use permit (upotrebna dozvola) and clean registration is worth more than an identical flat in a building waiting for legalisation.
That last point is the one I would check first. Montenegro's 2025 legalisation law is still being worked through, with the deadline to start cadastre registration of illegal buildings extended to 14 August 2027. Extra floors and annexes that are not on the title deed (list nepokretnosti) are a known issue. See The Biggest Red Flags When You Inspect a Property in Montenegro.
Costs on top of the price
For a resale flat, the buyer pays the transfer tax, which has been progressive since 1 January 2024:
| Price | Transfer tax |
|---|---|
| €150,000 | €4,500 |
| €220,000 | €8,000 |
| €300,000 | €12,000 |
The bands are 3 % up to €150,000, €4,500 plus 5 % on the part from €150,000 to €500,000, and €22,000 plus 6 % above that. For a new flat bought from a VAT-registered developer, 21 % VAT applies instead and is normally included in the price. Ask whether the price is gross or net.
Add the notary fee, a sworn translator if needed, your lawyer, and the annual property tax of 0.25 to 1 % of market value, set by the municipality. The full list is in The Hidden Costs of Buying an Apartment in Montenegro.
Renting out a Budva apartment
Many buyers in Budva plan to rent out in summer. Global Property Guide reported an average gross rental yield of 5.01 % for Budva in Q2 2026, and net yields are typically 1.5 to 2 percentage points lower. These are indications based on asking rents and prices, not a promised income.
Short-term rental to tourists requires an entry in the Central Tourism Register, decided by the municipality, and the property must meet minimum technical and category standards. Hosts must, among other things, keep a guest book, display prices and the tourist fee, and report stays by the 10th of each month (Law on Tourism and Hospitality). Rental income is taxed at 15 %, with standard deductions of 50 % or 70 % for certain tourist rentals. If a developer offers you a fixed rental return, have your lawyer review the contract. Budva or Kotor?
Budva is busier, more urban and has more new buildings. The Bay of Kotor is quieter, with more old stone houses. Neither town has an official price of its own. For the Kotor side, read How Much Does an Apartment in Kotor Cost?.
How to check a Budva listing
- Calculate the price per m² from the area on the title deed, not the advert.
- Place it against the €2,640 and €3,660 asking levels and ask what justifies the difference.
- Ask for the use permit and a fresh title deed before you negotiate.
- Visit at night and, if possible, in high season, or have someone do it for you.
If you are comparing flats from abroad and want photos, video and a written report from someone who earns nothing from the sale, see the packages.
Your next step
Shortlist three flats, calculate each price per m² from the title deed and list what makes each one more or less valuable. The flat with the clearest documents is often a better buy than the one with the best photos.
Frequently asked questions
Are Budva apartments cheaper in winter?
There is no reliable data on seasonal price differences. Viewing in winter does show you damp, heating and how quiet the area is outside the tourist season.
Is Petrovac part of Budva for buying purposes?
Petrovac belongs to Budva municipality, so the municipal property tax rate and the local tourism register of Budva apply. Prices there can still differ from Budva town.
Can I use a Budva apartment for long-term rental instead?
Yes. A long-term lease must be in writing and notarised, otherwise it is void. Rental income is taxed at 15 % with a standard deduction of 30 % for normal rentals.
Should I buy off-plan in Budva to get a lower price?
Off-plan prices can be lower, but you take on the risk of delays and permit problems. Have your lawyer check the building permit and how your payments are secured.
